가면라이더 시리즈 탄생 50주년 기념 기획의 일환인 가면라이더 BLACK의 리부트 작품. 때는 2022년, 국가가 인간과 괴인의 공존을 내세운 지 반세기가 지났을 무렵, 사람의 모습으로 사는 괴인들은 괴롭힘을 당하고, 인간과의 충돌을 거듭하는 나날 속에서 양측의 골은 깊어만 가는데, 소란의 시대에 조화를 꿈꾸는 소녀는 한 남자와 만난다.
