Waar gaat City on a Hill over?
Gesitueerd in Boston begin jaren negentig, toen de stad vol was met gewelddadige criminelen die werden aangemoedigd door lokale wetshandhavingsinstanties. Een tijd waarin corruptie en racisme de norm waren, totdat het allemaal plotseling veranderde door wat het Boston Miracle werd genoemd. Een Afro-Amerikaanse officier van justitie uit Brooklyn bepleit verandering en vormt een onwaarschijnlijke alliantie met een corrupte maar vereerde FBI-veteraan die de status-quo gehandhaafd wil houden.
