故事設定於億萬富翁布魯斯·韋恩、同身為黑夜義警蝙蝠俠從高譚市「神秘失蹤」的三年後，城市進入比以往更為黑暗的時期。蝙蝠俠的消失引起全市猜疑，許多人期盼他有朝一日能回歸，但大部分人都認定他已死，為了控制犯罪率，市長任命「烏鴉保全隊」擔任高譚市新的守護者。布魯斯的表妹凱特·凱恩如今完成艱苦訓練回到城市，立志加入父親組建的保全隊參與保護城市的行列卻被父親拒絕，在偶然的情況下得知自己表兄的真實身份後，決定接替布魯斯的使命，化身「蝙蝠女俠」來為城市樹立新的希望象徵。
